If you import a gedcom into your Legacy file, you may not want the tags that
were used by the person who created the gedcom. In that case you would clear
them. In fact, that person's tags might conflict with your own. I tagged my
direct-line ancestors with Tag 1 so I could easily pick them out of the Name
List. If someone sent part of their file to me and they'd tagged all
ancestors who were illegitimate with Tag 1, then their tags would mix with
mine and defeat my purpose. So, I would clear them.

I've never done this, but that's my understanding of it. I'm sure someone
who knows more will correct me if I'm wrong.
