John,
I'm beginning to take shots in the dark now, but I may
see your problem.  The "%20" in
file:///C:/AATemp/Walter%20Sowell.jpg represents a
space, that could cause the browser to not find the
picture.  Try renaming your picture file (the one in
the original location) to WalterSowell.jpg, without
the space between words.  You'll need to change the
name of the file in the location that Legacy is
pointing to, not the name of the copy in the web page
folder, and you'll need to change the Legacy data base
to the new name, too.

Try this with just one picture to see if it works,
before you rename all of your pictures.
