'Fixing' is not really needed. IMHO, the main purpose of GEO is to gives Lat/Long for 
our locations. Does it matter for searching purposes, what the various levels are 
called.  The name County is a TITLE, not a DEFINITION. Since you know the facts about 
Lynchburg,  you need only state that info in your notes. It can be frustrating at 
times, but as soon as ALL governments pass a law to rename every location to a 3, 4, 
or 5 level system, it will be fixed.

When checking the GEO location database I find the city, Lynchburg in
the county of Lynchburg (city), VA, - which is correct.  Lynchburg is an
independent city and not located in a county in the state of Virginia.
Virginia has a town ships, and cities that are not within a county.
Therefore identifying the county as Lynchburg (city) would be correct.  

The problem is when entering this data in a location field the county
verification tells me that there is no Lynchburg (city) in Virginia.
The GEO database program tells me the information is correct, but the
county checker tells me that it is not.  

Can anyone tell me how I can fix the county verification program to
include Lynchburg Virginia as, Lynchburg (city), or as an independent
city?
