When Searching for Individual Event-Name Equal to Census, Each person with a 
census event
 will be true, but the reverse,  Individual Event-Name Not Equal to Census will 
give everyone 
that has an event, that is not census. The problem is that people with no 
events are left out of the
mix. 
A possible solve is to run "equal" and tag it. Then search for TagX not tagged. 
This is the list you need.
The logic involved is explained here. If you want to find all the blondes in a 
group.  If you want non-blondes
you can either tag the blondes and pick untagged, or find all red heads, untag, 
find brunettes, untag,  find 
black haired, untag,  but you may be missing those with silver, white or no 
hair.

The events for a person are looked at individually rather than as one
big clump of events, so if someone has ANY event that is NOT Census,
that person meets the criteria for being selected for your request,
while someone who has no events at all would not be selected.

It is unfortunate, but events are very difficult to search for in
a way that meaningful for many situations.  That is especially true
if you need to specify more than one condition for an event, such as
a date later than "x" and a date earlier than "y", since those date
selections will be applied to EVERY event for an individual rather
than for the SAME event as would be needed for meaningful results.

I hope this explains why you are getting what you are getting,
even though it doesn't provide a solution for you.

I am trying to find all people that have no census events.

Search for Individual event name not equal to census
My event name says Census

Yet I get results that have census events
