Beth, Although entering other localities in the place of the country level would allow the counties to be properly checked, as the future brings us new tools and analysis that involve the country or even cemetery levels, you may run into potential problems then.

Currently, for the United States, Legacy has the built-in county checker, meaning: 1) if you entered a county name with the wrong spelling, 2) one that never existed in the state 3) or even if you entered it for a time period before it was created then Legacy will display a message stating such. This only works if the locations are formatted in the following format: City, County, State, Country If the following location were entered: City Cemetery, Seattle, King, Washington, USA then notice that Seattle is now in the county position, which would render the county checker useless, because Seattle is not a recognized county. I personally enter cemetery information in the burial address field, which is found by clicking on the plus sign to the right of the burial location. This can optionally be printed on reports. As has been said, whatever method you use, be consistent. Yes, there will always be exceptions to the rules. Our development team will continue to improve functionality related to locations, and suggest that locations be entered with the above examples in mind.
