Let me see if I understand your situation:
You currently have burial addresses in the Country slot in the Location names.
You want to move the burial addresses to the Burial Addresses accessed via the "+" on the Burial event.
I think you can sort the Location List with Country first, then the non-USA names should be easier to find.
Then you can Show List individuals for each Location and tag those individuals.
Then you can Search using Detailed Search for all the tagged individuals and modify their Burial Location and Burial Address.
Alternately, you could just Search using Query by Example on each identified Location and modify each individual's Burial Location and Burial Address.
I think I would do the latter, because then you're fixing one Location/Burial Address at a time. Once you change to the shorter Location it will be in the "last 10 locations" list for easy selection. Once you add the new Burial Address to the Address List, you can select it easily. (I think there's a bug in the Address List selection screen right now, where it doesn't automatically return to the last Burial Address you selected--but that may be fixed, which would make it even faster to fix your data Location by Location.)
