I can't speak for England and Wales, just for Scotland. Scottish
counties have been grouped into Regions, supposedly for economies of
scale in administration. But the counties still exist and are fiercely
defended :-)
For example, we have "Highland Region" but don''t ask me where the
boundaries are!. When I travel north from Edinburgh, I still pass
signs saying "Welcome to ..." Fife, Perthshire, Inverness-shire,
Sutherland. And the postal service still uses the county names.
To be serious ... BMD in Scotland are still registered by county, not
by the new Regions, hopefully this will long continue.
In general, I would use the locations usual at the time, one can't
alter them retrospectively, therein lies mayhem.
