Pictures aren't stored in the Legacy Database - only the place on your hard disk where they are to be found.
If you have added a picture from a CD or have moved the picture after adding it to Legacy, Legacy can't find it. It sounds like this is what you are doing.
It is best to put all pictures you add to Legacy in one folder or in sub-folders within one folder. This may be a smaller sized copy of your archived picture. Screen sized is more than big enough for the uses Legacy makes of pictures. In many instances still too big, especially if you have a modern screen set at high resolution. This means hundreds of pictures can fit in a small space so backup of all pictures to CD is not a problem.

When you backup your Legacy file, you also need to backup your pictures. Pictures are backed up separately from your Legacy file - see File > Backup Multimedia Files.

I enter the pictures, for each individual, into the Legacy database. They will remain there until I do my daily Legacy backup and then they disapear. The little picture box is colored so I know that I did enter the picture (and several times I might add.) Then I click on the colored box and a messages comes up that the picture was not found within the picture/sound subdirectories. So I click skip lost picture and the Picture gallery comes up the a big question mark. So I re-enter the picture again and again.
What is the world am I doing wrong? PLEASE help.
