A number of people seem to have forgotten that language evolves. "The State" used to mean what we mean by "country" now. For a famous example - in French: "L'etat, c'est moi". History has changed things, too; the states in the United States used to be as separate governments (the Commonwealth of Massachusetts, the Commonwealth of Pennsylvania) as England, Scotland and (originally)Wales, although all were under the the same royal rule.

Surely, in Britain you have - 4 'States' (England-Scotland-Wales-N Ireland),
Counties, Cities/Towns/Villages, and Districts/Parishes. This can be nicely
accommodated. {;-)
