I have tried adding a PDF as a Photo, but Legacy doesn't seem to accept PDFs in such a situation. Someone earlier suggested adding a PDF as a Video which works, but I can't get it to print in a report.
I would appreciate any assistance.

This is where confusing the computer comes in handy.
I am guessing your intent, in seeing multi photos on same event. If these are 'all four sides' pictures, you can
create a SCRAPBOOK PAGE with 4-6 photos, then make the page a PDF, and save that PDF as a photo in the
gallery, and make it the prefered photo. I haven't done much with this yet, but at least you can get a better
feel for what you can and cannot do.
If you want the photos interspersed in the verbiage, then you WILL need to go to a good WP Program (Word, etc.).
Hope what we have said gives you the idea as to how YOU will proceed.

Yes, you have to order them manually - but you don't have to delete and reattach. You can drag and drop in the picture gallery. For locations over time however you'd do better to add more than one residence event, as Wm says, if you want more pictures showing in reports.

Manually, as you describe, is the only way. Doesn't really matter as none of
the reports or web builds show more than the preferred picture -- if you
want them all, you need a separate event for each.
It's a longstanding drawback in the program

Would it be possible to add a facility to re-order pictures in the various dialogue boxes?
For example, when adding pictures in a Residence Event, it would be useful if the pictures could be shown in date order, but the pictures are not always available in that sequence.
At present all I can see is that I have to delete them and add them again in
the correct order, which can be a real pain!
