You can shut off any program from loading at boot time in WIndows by clicking

Start
Run
Type in "msconfig" (without the quotes)
Enter

Uncheck any programs that you don't need to load at boot up
This will not delete anything, it only disables programs from taking
up resources that is not necessary. WARNING: You do need to be careful
with this function.

For Picasa, uncheck the LifeScape Media Detector box in Startup or
Services. I don't recall which.

I use a little utility called Start-up Control Panel that makes this
an easy process to do in keeping computers performing better. You can
download this at:
