When you downloaded the GEO database, the download instructions tells you what's in each one. Surely you wouldn't download something unless you know you need it, so I must have misunderstood the question.
Basically, however, the US GEO database has cities, counties, states for the USA. One example of how to use it might be that you know the city or town but don't know the county, and you need the county in order to write to the county clerk. So you can look up the county using the database. Also, if you have misspelled a town (for example, I entered "Belle Plain" when it should have been "Belle Plaine") the database showed the correct spelling. It will standardize your entries.
I also loaded the EU (Europe) database, but I've already got a nitpicking complaint. I entered Northampton, a city in England, and the database tells me its in 'Northampton, Northampton, England', but I think the county should be 'Northamptonshire' not 'Northampton'. I'll have to check it further to be sure, though.
The online help for Legacy will also give you more information about the GEO databases, locations, and how they all work.
