When you use the Clipboard button in a Report Preview, Legacy copies the page to the clipboard either as a bitmap graphic or a windows metafile graphic - or you can save to disk - again as a graphic.
If the program you are attempting to paste into doesn't recognise the graphic format, then you can't paste. You can paste either into Word - and it is there as a picture - that is, you can't edit it - but only the bitmap pastes into email. You can paste either into a picture editor and then edit it as a picture.
Compared with the PDF option, I think it has very limited use. BTW it does seem to be working though I've only tried it on one report.

That's what I thought it should do, but as far as I can tell it does not copy anything, or if it does, the clipboard doesn't recognise it.

The clipboard option only copies the page which the preview is displaying.
