Just a long shot, but when you set up your rules in Outlook Express, do you tick the box 'Stop processing more rules' in the section 'Select the actions for your rule'? If you don't check this box for a rule, any following rule that is also a 'match' for the current message will be actioned too, and in most cases, you don't want this to happen.
