You can't! I've been trying to get this very same change for well over a year now without much success. There are a number of other things I would like to see employed in the Legacy web generator, and short of writing my own program, that seems too dire with the majority of the code already written, and seems fruitless reinventing the wheel when it it can only be enhanced.
BTW I have just noticed that if one has added people to one's chart then the source references change to accommodate this. Hence it would seem that unless all the pages are uploaded for an update, sources will need to be included on the individual's page if accuracy is to be maintained. It would now seem that I am going to have to do it all again :( !
Yes, if there are any changes that are added and are to be reflected on the already uploaded pages, you will need to reload the entire set, the only exception to this being if you use something like The Next Generation software

(caveat: unless you have access to cgi to access mySQL and PHP, this software is a little advanced for the average user, but has good applications for quickly changing data without the need to re-upload all your data everytime)
