Glen, I think this doesn't get over the problem that exists throughout Legacy (Reports, Scrapbook, Picture Gallery): Photos attached to Locations assigned to Events are not detected via the individual with those Events. However, if you link the location photo direct to an Event, then selecting *All Pictures, as you suggest, will work. The event pictures will also show up in the Scrapbook provided Inidividual Event Pictures is checked, and they can be printed in reports.
So, the rule at present is that if you want Location pictures to print, assign them direct to an event.
