This is exactly how I handle the problem as well. Works fine

In Legacy I have tagged all individuals (with Tag-3) that are to be
shown on my web pages.  This excludes all living and potentially-
living individuals.  When generating my web pages with Legacy I first
export all these Tag-3 individuals to a temporary file and then
generate the web pages from that file.  After that the temporary file
is deleted.  This method ensures that nothing regarding living
individuals can sneak onto the pages.
