I asked this question a month ago.  No one came up with a way to do it.

I am going through my file source by source deleting these citations to
fields that are blank in all parts, date and location.  It is a long and
laborious process but at least it is possible in Legacy using the tags.  I
don't think there is a way to do so in FTM or other programs.
