If I had information that a person was born sometime in the first quarter of a year, I would type "Jan. 1940 - Mar. 1940." Legacy accepts this just fine and it clearly defines the period you want to cover.

For those dates I specify 1Q,2Q,3Q or 4Q yyyy
this allows 2 things
a): I feel it is more accurate than saying 'abt month, yyyy' because for me I assume abt means within a date range
eg abt mar 1800 would mean something like any time between jan and may 1800.
b): this is the only time i refer to 1Q,2Q etc so I know exactly what they mean. I also have it documented in the Source notes that the dates that are listed in the bmd data base have been converted eg '1Q 1800' means the source data said 'Mar 1800' which is stated to mean the registration of the event (not the actual event!) occured in Jan,Feb or Mar or 1800
