how do I export a GEDCOM of only

I would export the entire database to another Legacy file. Then open this copy
and unlink the mother from her parents (I assume you want her ... just not any
of her ancestors). Now you should be able to create a focus group of your
paternal line and export it to a GEDCOM. When done you can just delete this
copy.
Good luck!
I have been wondering about the same thing. But I would
want all the shirttails of shirtails included to my dad's
family history. So my question is would this be only
directly related ancestors or would it include cousins
of cousins ancestors and descendants?
