I have a GEDcom of over 27,000 names with Notes and Sources. I get an
error message many minutes into the upload into Legacy that says: Error
75: path/file access error.
I have done a GEDcom with 3,000 and 7,000 names with no problem and no
error message. I am wondering if this is just too many names. Any thoughts?

Is it possible that the GEDCOM contains a reference to a file
somewhere? If it does and it makes reference to a path/directory
that doesn't exist on your machine that might give Legacy a headache.
Since GedCom is a plain text file you should be able to load it
into a word processor like WRITE and search for a "C:\" that
could be the start of a path. Just remember, if you have to edit
the file, to save it again as a plain text file.
Some programs store their notes in separate files, or can
reference such files. I don't have experience myself with how
those types of files are treated in a GEDCOM export.
Just a WAG on what might cause that error you describe. Does
Legacy give you any kind of error log when you import? If I
remember the last time I imported a file, there was an error log
created. That might give you further clues on what is wrong too.
