My Legacy works, and I just scanned Program Files and found no file
Legacy.Ing, so it's a false message.
Maybe it is simply that your shortcut is pointing to the old fileset in
Program Files. You may have 2 Legacy installations at the moment!
Find Legacy.exe in Program Files and try using those direct. If it
works you can just make a new shortcut.
If not that, next try a virus scan.

If the file is missing, ie not in the directory where Legacy is
installed; simply reinstall Legacy, and the file should be reloaded for
you.
