Let me start by saying that I (unsuccessfully) argued against implementing this "feature" a couple of years ago. During a GEDCOM export, the citation's printing options (that you find on the various tabs of each Source Detail window) are examined to see what parts (if any) of the citation should be exported. In a nutshell, if it doesn't get printed on a report, then it doesn't get exported. At least this is the way it is supposed to work.
