The Google search box assumes that his site is already part of the
available Google results. The search box, basically, just tells google
to only return results on that domain.

If you're a member of the google ads program (you've seen the 'ads by
google' everywhere, right?), google also gives you the code to put on
your site as a search box.

So... the google search box doesn't actually search Rodney's site on the
spot. It's simply a portal into google itself. If google has already
cataloged Rodney's site, the search box works. If Rodney's domain isn't
yet in google's catalog, the search box can't return any Rodney-related
results.

I oversimplified a bit, but if I understand things correctly, that's the
general idea :)
