I have a similar system. The system I use is to give each document type a reference followed by a sequential number eg CEN81/001 for 1881 census document number 1. BIR/xxx for a birth certificate - DEA/xxx for Death, and so on. Legacy can record the last number used in a sequence and can add 1 to the last number in that sequence. I then file the hard copy records by record type.
