It's easy to create a timeline in the built-in Timeline Editor.  Just go to
View > Timelines and then click on the New button.  For further help, click
on the context-sensitive "Help" button in the Timelines window.

Have a look at the examples under Legacy\Timelines. The format seems farily
self-evident, although I'm not sure what the 0 in the first field is for.
