98 was one of the last incarnations of the old 16-bit Windows, which was in large part hybridized MS-DOS. It didn't have any real security model, and as a result a lot of pretty low-level system functions were available to any third party program that cared to use them. XP is entirely 32-bit Windows, based on the NT/2K professional codebase, and is an entirely different beast. There's much more isolation between programs, and often simple solutions no longer work.
