followed Dave's instructions and have successfully tagged all those I
now have found on the 1851 census.

It depends on how you did your sourcing.

If you have one or more sources for the 1851 census then go to the 
Master Source List, select/highlight all the 1851 census Source List 
Name lines, then click the Show List button.  You can then tag 
everyone in that list.
