I'm not sure I see the problem. You can add any sort of subfolders to Legacy/Pictures (I have around 800 in 4 levels) or set up a file anywhere else on your system. The add picture, sound, and multimedia screens allow you to browse to wherever you have your files stored and Legacy does not care if they don't happen to be within the default directories.
