With the structure of a GEDCOM file it is probably easier for you to accept the dumping of sources into the notes in Legacy.

If you really want to do it by hand in the GEDCOM here is a summary of what is needed.

1. For each item in an individual's list of facts (Name, birth, death etc.) that has a source there must be a level 2 entry of the form 2 SOUR @Snnnnn@ (The "n's" represent a sequence number that starts at 1 and increases sequentially for each separate source document).

At the bottom of the GEDCOM or after the individuals information is defined there must be a section defining the source with the following information and labels for each:

0 @Snnnn@ SOUR
1 _MEDI
1 ABBR
1 TITL
1 AUTH
1 PUBL
1 REPO @R172@
1 _PAREN Y
_MEDI is the type of record selected when defining a source in Legacy
ABBR is the Source List Name in Legacy
TITL is the document Title in Legacy
AUTH is the Author in Legacy
PUBL is the Publication Facts in Legacy
REPO is a cross reference to the repository
_PAREN is the state of the print in parentheses button on the source definition screen

In addition there may be entries for Text of source, comments and pictures related to the source as well as any of the other information you can input when defining a source. I don't have any samples of those in the test GEDCOM I exported from Legacy to get the above list so I do not know what Labels or levels these would need.

You must also ensure that each level 0 source number matches the source number you linked to the individuals facts. For sources that apply to many individuals such as census data the same source number must be repeated for each individual. As you can see, the effort to create a proper set of source entries at the GEDCOM level is probably more than it would take to do a search and create sources as required after the import of your PAF data into Legacy.

You could, for example, open the imported GEDCOM in a text editor along with Legacy then go through the GEDCOM in the text editor as you copy and paste the source information from the GEDCOM to Legacy Sources and delete the source information from the Legacy Notes. In the PAF GEDCOM the Notes for each individual are with that individual's information.
