Jean, The setup file that you include will install the Standard edition, which is free - no license required. If your sister decides she wants to purchase the Deluxe edition, then she can contact Millennia to buy the Customer Number to unlock the Deluxe edition - she would not have to re-install or re-download, except to receive any updates that may have been posted since you downloaded the setup file.
