It works for me also now... I was misinterpreting the problem. I have multiple virtual desktops and the Windows key along with one of the number keys selects the desktop. When switching windows, the Legacy window would also switch desktops rather then staying put. It looks like the key presses were been ignored, but they weren't.
The desktop switches by sending a message to the application event queue to hide itself. The problem appears to be that Legacy is ignoring the windows hide message.
