If by "integrated" you mean "works seamlessly", I will agree. But if you mean "is part of the same executable program/download", I respectfully disagree. There is no reason that a standalone program/download couldn't be programmed to work seamlessly with Legacy (i.e. launched from a Legacy menu, passed parameters/messages from Legacy if needed, closed when Legacy closes, etc.).
