Yes, I agree.  It'd be better to place Legacy under Program Files and the
data in a folder under My Documents.   That's the standard configuration for
most programs.

There have been many complaints to Millennia about this "bad" 
practice of mixing program and data files in the same location.  
Likewise of not having Legacy's program files under "Program Files".  
But it's one of many things that don't get changed, perhaps because, 
like you, users in the know can change it for themselves.

I'm not sure but perhaps you need to also change the startup family 
file location under Customize > General > Starting Family File > 
Always open this file: .  The filename will likely be correct but if 
you click on the down-arrow button you may find it's still pointing 
to the old location.
