My Legacy started doing that about the same time that I installed Explorer 7 Beta, - which I think is the problem. When the Legacy home page doesn't load, I click on the homepage icon in Legacy, and it loads then. I can deal with this, so I'm going to wait for the fix from Legacy or Microsoft and just use the icon for now.
