It wouldn't be impossible, but just thinking out loud:

File IDs can be associated with...

a) Master Sources
b) Source Citations
c) Pictures
d) To-Do's (both Individual and General)

In the case of Source Citations, a Source Citation can point...

1) Directly to an Individual Record
2) Directly to a Marriage Record (which points to two Individual
      Records)
3) Directly to an Event (which in turn points to an Individual or
      Marriage Record)
4) Directly to an AKA (which in turn points to an Individual Record)
5) Directly to a To-Do (which may or may not point to an Individual
      Record)

Master Sources point to Source Citations which in turn yield the 5 cases
I listed above.

And, as hinted at above, the File ID on a To-Do may or may not be
associated with an Individual Record.

To summarize, it would not be simple to code (which is probably why it
isn't there already).
