I have emailed a gedcom to a cousin using a different program. I exported
from Legacy and they imported with no trouble. However, they did wait to
verify my sources before merging with their database.

Is your cousin creating a test family file and
then importing your gedcom into it? I assume the
gedcom is not meant to be directly imported and
merged into their own family file without first
