Look at "Format:Text in notes" in the Help file.
This will tell you how to use the double-angle brackets.
You can use the double-angle brackets to enter URLS such as...
‹a href="http://www.mywebsite.com"›mywebsite‹/a›
But AIUI this only works when one is uploading one's file to a website
or creating an HTML file.
I don't know if the OP meant a clickable link for use when browsing in
Legacy, but that's what would interest me, but doesn't seem possible.
