The Help file is incorrect for this option. That only applies to the
Descendant Book Report. A Descendant narrative is not organized by
Generations. It uses this flow:
Gen 1
child 1 Gen 2
Child 1 Gen 3
Child 2 Gen 3
Child 2 Gen 2
etc.
As you can see starting each generation on a new page would use a lot of
paper and make the report kind of hard to read.
Geoff has added a bug report to correct the Help File.
