Just adding a note to Simon's email.
The javadoc is available to users in four ways:
1) Via a binary download. Said binary download contains an ASF licence.
2) Via a source download. ASF licence is contained, and each source file contains the licence.
3) Online via the site.
4) Get the source via CVS, and build the javadoc by hand.
Seems like that might be important from a legal point of view.
