Short answer: NO.

If you compare it with an Ordnance Survey source (eg
http://www.fixmystreet.com/?pc=isham) you'll see that it is pretty obviously
based on an OS map.  Abbreviations like PH, PW, PO, Sch, are a bit of a
giveaway.  Whoever published this is probably in violation of Ordnance
Survey's copyright.
