Dear Frank, I trust that if the percentage is too low, the OSMF will find another approach. I'm guessing, because it is impossible to know, that we'll promote 90%-95% of the data to ODbL. Even data that can not be promoted to ODbL will still be available in the "last cc-by-sa planet".
