Is "it is good enough for us to be named as the data owner here: http://wiki.openstreetmap.org/wiki/Contributors#Kartverket_.28Norwegian_Mapping_Authority.29 " (see http://lists.nuug.no/pipermail/kart/2014-August/004831.html for the original text) sufficient to solve problems of CC BY 4.0?
