North Korea Ready to Discuss Nuclear Arms With U.S. By SETH MYDANS
SEOUL, South Korea, Oct. 21 - North Korea said today that it was ready to negotiate over its continuing development of nuclear weapons and indicated that it had not given up on an agreement that requires it to end the program.
