A review of Satpal's case by the Parole Board began in December 1999. Prison Minister Paul Boeteng advised that 'the overall [parole board review] process takes about six to nine months' yet the Parole Board have so far taken nine months to simply arrange an interview with Satpal, let alone formulate any kind of decision. A significant part of the dossier prepared for this review process includes up to date reports written by prison staff - the very people who have systematically tortured him for daring to challenge, and continuing to challenge, his conviction. Not only has Satpal received beatings but he has been starved, repeatedly strip-searched and left in segregation for long periods of time - time that now totals five years out of his 14 years of imprisonment. In one instance his crime for this punishment was no more than to keep a box of vegetables near his cell door for which he was accused of 'purposeful obstruction'.
