conference to take place in Istanbul, Turkey on November 11-13, 2000. It
will deal with the situation in the country's prisons.

Note: In every session the main speeches are limited to 15 minutes.
The right to make speeches "from the floor" will be given to those
participants who wish to express their viewpoints. All institutions and
persons will have an opportunity to express their viewpoints. However, there
will be time restrictions on those expressing opinions in this way.
Participants who come from abroad will be able to express their viewpoints
and thoughts in this section.
This is a draft programme and the speeches listed should not be treated as
finalised.
