Rev 1102 of the trunk now contains what should be a much better
solution: a new g.os_path_finalize_join function that handles '~'
before joining, and then finalizes the result. Some hand tests in
test.leo pass, as do all unit tests. More interestingly, I removed a
hack in runLeo.py.scanOptions: that code now successfully uses
g.os_path_finalize_join.
In short, as of this moment, it appears that '~' should be handled
uniformly and properly in all file names. Please let me know if you
find problems.
