You get all of these with the one install right, your just asking how
rich the gui controls should be by default?

There's a Leo @setting

leo/config/leoSettings.leo#@settings-->Plugins-->richtext plugin-->@data 
richtext_cke_config

which I think might be a copy of `standard` or something.  I have my
personal setting of that @setting set to blank, which seems to give the
full set of controls.
