As of rev f1b15c8, ExternalFilesController.temp_file_path contains code equivalent to that in the mod_tempfile plugin. Please report any problems immediately. So there no longer any need for the plugin. Furthermore, the plugin now has no effect whatever because the code that it monkey-patches no longer exists.
