Well, seeing as I wrote that in the first place, I feel I should maybe
comment on it.  (I would imagine that xbaeResizeRowsACT is just a 90
degree transpose of xbaeResizeColumnsACT.... but haven't looked).

I thought it was next to impossible to keep the text field on there as to
draw a line over clips, the matrix and then have to muck
about with the text field's different GC's as well was just not worth the
effort.  I think that's why I did it anyway - more for the visual effect
than anything. 

In any case, this action is only called if you resize the columns using
Shift-Btn2 so I fail to see why this could cause your scrolling problem.

The two routines are completely exclusive of one another.
